Quality Assessment: Structures and Processes

Given the paucity of evidence about the quality of care provided in the private sector, the project decided to develop a series of survey instruments that could be applied to different providers to determine if the structures and processes were in place to ensure that quality care could be provided. The rationale was by determining the strengths and gaps in the structures and processes, the different stakeholders (Ministry of Health, professional organizations, donors) could develop a plan to address the gaps. Survey instruments have been developed for use in assessing the quality of care provided by general practitioners, midwives, the pharmaceutical sector including the pharmacists, and the public sector through the ministry of health. Two country reports (Zambia and Uganda) were prepared based on administering the survey instruments through an interview process of key stakeholders knowledgeable about care provided in their country.
