Growing up in a country that was recovering from war and one that was hit hard by HIV, i am with the camp supporting private sector involvement. With the existing inefficiencies in systems and corruption, demotivated personel with poor pay, i do not think free distribution is a very good idea. I beleive that when i pay a little amount of money for a product, with the right knowledge on how to use it, i would surely use it well. It greats a sense of ownership and you tend to value it more since there was effort...financial effort which is a big problem in the society i live in. by the time i buy it i consider myself in need of it but sometimes with free distribution, some individuals might not conseider themselves in great need of a product..in otherwards there are some assupmtions on the part of the provider. besides there may be so many social cultral factots that may determine if i need yor free good or not. I however think that the private sector should very carefully study a particular community so that affordability is totally addressed. I also think in communities like refugee camps, free distribution may be considered at times. I work in an organisation that provides reproductive health information to adolescents partly through newspapers called Straight Talk. I think in my society where the reading culture is quite poor, such can't be handled under the private sector.
